city council, 1959-1970, serving as president from 1964 to 1970; elected as a
Democrat to the Ninety-second and to the two succeeding Congresses (January 3,
1971-January 3, 1977); was not a candidate for reelection to the United States
House of Representatives in 1976, but was an unsuccessful candidate for
nomination to the United States Senate; resumed the practice of law in
