disability insurance payments under title II of the Social 
Security Act based on locality-based comparability pay-

Be it enacted by the Senate and House of Representa-1

tives of the United States of America in Congress assembled, 2

SECTION 1. SHORT TITLE. 3

This Act may be cited as the ‘‘Locality-based Social 4

Security Benefits Act of 2019’’. 5

SEC. 2. SOCIAL SECURITY BENEFIT AMOUNTS ADJUSTED 1

TO REFLECT LOCALITY-BASED COM-2

PARABILITY PAYMENT RATES. 3

Notwithstanding title II of the Social Security Act, 4

the Commissioner of Social Security shall increase the 5

monthly benefit amount to which each individual is other-6

wise entitled under such title by the percentage deter-7

mined by the President under sections 5304 and 5304a 8

of title 5, United States Code, for the locality pay area 9

(as established in section 531.603 of title 5, Code of Fed-10

eral Regulations) in which the individual resides at the 11

time of such increase. 12
