A BILL 
To direct the Secretary of the Army and the Director of 

the Office of Management and Budget to issue regula-
tions and submit a report to Congress on cost-benefit 
ratios, and for other purposes. 

Be it enacted by the Senate and House of Representa-1

tives of the United States of America in Congress assembled, 2

SECTION 1. SHORT TITLE. 3

This Act may be cited as the ‘‘Safer Harbors for Our 4

Recreation Economy Act’’ or the ‘‘SHORE Act’’. 5

SEC. 2. RECREATION-BASED BENEFITS AND COSTS REGU-1

LATIONS. 2

Not later than 180 days after the date of enactment 3

of this Act, the Secretary of the Army and the Director 4

of the Office of Management and Budget shall issue such 5

regulations as are necessary to account for recreation- 6

based benefits and costs (including local and regional eco-7

nomic benefits) in the benefit-cost analysis procedures of 8

such entities for harbor maintenance, intracoastal water-9

ways, and inland waterways projects. 10

SEC. 3. BENEFIT-COST PROCEDURE REPORT. 11

Not later than 2 years after the date of enactment 12

of this Act, the Secretary of the Army and the Director 13

of the Office of Management and Budget shall submit to 14

Congress a report containing— 15

(1) an examination of the procedure for harbor 16

maintenance projects of the Office of Management 17

and Budget and the Corps of Engineers for includ-18

ing or not including recreation-based benefits and 19

costs (including local and regional economic benefits) 20

in the benefit-cost procedures of the such entities; 21

(2) a review of the calculation of economic ben-22

efits used in a benefit-cost calculation, by district, 23

for a non-commercial harbor that is used for rec-24

reational purposes; and 25
