A BILL 
To amend the State Department Basic Authorities Act of 

1956 to eliminate the repatriation loan program, and 
for other purposes. 

Be it enacted by the Senate and House of Representa-1

tives of the United States of America in Congress assembled, 2

SECTION 1. SHORT TITLE. 3

This Act may be cited as the ‘‘Leave No Americans 4

Behind Act of 2020’’. 5

SEC. 2. ELIMINATION OF REPATRIATION LOANS BY DE-6

PARTMENT OF STATE. 7

Section 4 of the State Department Basic Authorities 8

Act of 1956 (22 U.S.C. 2671) is amended— 9

(1) in subsection (b)(2)(A)(ii), by striking ‘‘, on 1

a reimbursable basis to the maximum extent prac-2

ticable, with such reimbursements to be credited to 3

the applicable Department of State appropriation 4

and to remain available until expended, except that 5

no reimbursement under this clause shall be paid 6

that is greater than the amount the person evacu-7

ated would have been charged for a reasonable com-8

mercial air fare immediately prior to the events giv-9

ing rise to the evacuation’’; and 10

(2) by striking subsection (d). 11
