A BILL 
To amend title 49, United States Code, with respect to 

fixed guideway capital investment grants, and for other 
purposes. 

Be it enacted by the Senate and House of Representa-1

tives of the United States of America in Congress assembled, 2

SECTION 1. SHORT TITLE. 3

This Act may be cited as the ‘‘Transit Revitalization 4

And Infrastructure Needs Act’’ or the ‘‘TRAIN Act’’. 5

SEC. 2. FIXED GUIDEWAY CAPITAL INVESTMENT GRANTS. 6

Section 5309 of title 49, United States Code, is 7

amended— 8

(1) in subsection (a)(2)— 9

(A) by striking ‘‘corridor-based’’ before 1

‘‘capital investment’’; and 2

(B) by striking ‘‘of a corridor’’ before ‘‘by 3

not less than’’; 4

(2) in subsection (b)(2)— 5

(A) by striking ‘‘system platforms’’ and in-6

serting ‘‘station platforms’’; 7

(B) by striking ‘‘corridor improvements in-8

creasing’’ and inserting ‘‘increasing service fre-9

quency and’’; 10

(C) by inserting ‘‘increasing capacity of ex-11

isting stations,’’ after ‘‘infill stations’’; 12

(D) by striking ‘‘guideway system cor-13

ridor’’ and inserting ‘‘guideway system, cor-14

ridor, or station’’; 15

(E) by inserting ‘‘or to replace temporary 16

measures (including the use of used rail equip-17

ment) which have been used to expand system 18

capacity.’’ after ‘‘10 percent’’; and 19

(F) by striking ‘‘, or acquisition of rolling 20

stock’’; 21

(3) in subsection (e)(2)— 22

(A) in subparagraph (A)— 23

(i) by amending clause (iii) to read as 24

follows: 25

‘‘(iii) will increase capacity of an ex-1

isting fixed guideway system, corridor, or 2

station at least 10 percent or replace tem-3

porary measures;’’; and 4

(ii) in clause (iv)— 5

(I) by inserting ‘‘the project’s use 6

of clean and renewable electric en-7

ergy,’’ after ‘‘environmental bene-8

fits,’’; and 9

(II) by inserting ‘‘or measures to 10

increase the environmental sustain-11

ability’’ after ‘‘cost per rider’’; 12

(B) in subparagraph (B)— 13

(i) by amending clause (ii) to read as 14

follows: 15

‘‘(ii) whether existing fixed guideway 16

transit vehicles or stations are at or over 17

capacity, or are projected to be at or over 18

capacity within the next 10 years or re-19

place temporary measures (including the 20

use of used rail equipment) which have 21

been used to expand system capacity;’’; 22

and 23
